California CARB Emissions Compliance FAQ
Q: What is CARB and why does it affect shipping to California?
The California Air Resources Board (CARB) enforces strict vehicle emissions standards to improve air quality in California. These rules apply to any aftermarket parts or products that could affect a vehicle's emissions control systems (such as exhaust components, catalytic converters, intakes, tuners, or other emissions-related items). Under California law, it is illegal for retailers to sell, offer for sale, or ship non-compliant emissions-related products to California addresses for use on on-road (street-legal) vehicles. BTQ LLC is committed to full compliance with these regulations.
Q: Which products are restricted for shipment to California?
Any item that modifies, replaces, or affects the emissions control system of a motor vehicle is subject to CARB rules. Common examples include:
- Catalytic converters
- Exhaust systems or mufflers
- Cold air intakes or air filters (if they alter airflow)
- Tuners, programmers, or engine management systems
- Headers, downpipes, or other exhaust components
- Fuel controllers or oxygen sensor-related parts
Replacement parts that are functionally identical to OEM may have different rules, but performance or modified parts generally require certification.
Q: What makes a product CARB-compliant for sale/shipment to California?
A product must have a valid CARB Executive Order (EO) number, which confirms through testing that the part does not increase vehicle emissions or tamper with the original emissions control system. Only products with an active, applicable EO are legal for sale and shipment to California for on-highway use. We only ship CARB-compliant (EO-certified) versions of emissions-related items to California customers.
Q: Can I order a non-CARB product and have it shipped to California for "off-road" or "racing" use?
No. California law prohibits the sale or shipment of non-EO emissions-related parts into the state for any on-road vehicle, regardless of intended use claims such as "off-road only" or "racing use." There are no reliable loopholes for street-driven vehicles. Non-compliant parts are typically labeled for closed-course competition only and cannot be shipped to California addresses. Violating this can result in significant fines for both the seller and buyer.
Q: How do I know if a specific product on your site is CARB-compliant?
On our product pages, we clearly indicate CARB status:
- "CARB EO Compliant" or "50-State Legal" — This item has a valid Executive Order and can be shipped to California.
- "Not CARB Legal" or "Off-Road/Racing Use Only" — This item cannot be shipped to California addresses.
If a product does not list an EO number or California compliance, it is not approved for shipment to the state. You can also search for EO numbers directly on the official CARB website (arb.ca.gov) using their aftermarket parts lookup tool.
Q: What happens if I try to order a restricted item for a California address?
Our system automatically blocks shipping of non-CARB-compliant emissions items to California. You will receive a notification during checkout, and the item will not be shipped. We appreciate your understanding— this ensures BTQ LLC remains fully compliant with California law and protects our customers from potential legal issues.
Q: Are there any exceptions (e.g., classic cars, diesel trucks, or pre-1975 vehicles)?
Limited exceptions may apply to vehicles 1965 and older (pre-emissions control era) or certain competition-only vehicles, but most modern on-road vehicles fall under full CARB rules. If your vehicle qualifies for an exception, please contact us with details (vehicle year, make, model) so we can review eligibility. We cannot ship non-EO parts based solely on customer claims.
Q: Does CARB compliance apply to other states?
CARB standards are California-specific, but many other states have adopted similar rules (often called "CARB states"). We follow all applicable shipping restrictions. Products with a CARB EO are generally legal in all 50 states.
Q: How can I verify a product's CARB EO number?
Visit the official CARB aftermarket parts database at: https://ww2.arb.ca.gov/aftermarket-parts-lookup. Enter the manufacturer or EO number provided on our site. Always confirm the EO applies to your specific vehicle application (engine family, model year, etc.).
Q: What if I live in California and need help finding a compliant alternative?
We’re happy to help! Contact our customer service team with your vehicle details and the type of part you need. We’ll recommend CARB-approved options from our inventory whenever available.
Q: Why is BTQ LLC so strict about these rules?
Compliance protects the environment, our customers, and our business. Fines for shipping non-compliant parts can be substantial, and we take our responsibility seriously. By following CARB regulations, we ensure every shipment to California is 100% legal.
If you have additional questions about a specific product or your vehicle, please reach out to our support team at [your contact info]. Thank you for shopping with BTQ LLC and for helping us maintain full compliance with California’s emissions laws.
PFAS Compliance FAQ (U.S.-Wide)
Q: What are PFAS and why do they matter for product compliance?
PFAS (per- and polyfluoroalkyl substances) are a large group of man-made chemicals used for their water-, oil-, stain-, and heat-resistant properties. They are often called “forever chemicals” because they do not break down easily in the environment and can persist for long periods. Due to growing concerns about potential health and environmental impacts, many U.S. states have enacted laws restricting or banning intentionally added PFAS in consumer products. BTQ LLC is committed to full compliance with all applicable federal and state PFAS regulations to ensure safe, legal products for our customers.
Q: Which products may be affected by PFAS restrictions?
PFAS restrictions commonly apply to products that use these chemicals for performance features such as water resistance, stain repellency, or durability. Examples include:
- Apparel and textiles (especially outdoor, waterproof, or performance gear)
- Fabric treatments, stain repellents, or water-proofing sprays
- Automotive care products (waxes, washes, cleaners)
- Upholstery, carpets, rugs, or interior furnishings
- Footwear and gear for extreme/extended use
- Certain cleaning products or floor sealers
If a product on our site relies on PFAS for water/oil/stain resistance, it may be subject to state-specific rules.
Q: What makes a product PFAS-compliant for sale and shipment in the U.S.?
Compliance varies by state, but generally a product must:
- Not contain intentionally added PFAS, or
- Meet strict total organic fluorine (TOF) thresholds (e.g., 100 ppm or lower in many states, with some dropping to 50 ppm)
- Carry required disclosures or labels where applicable (such as “Made with PFAS chemicals” for certain outdoor apparel)
We only offer and ship products that meet the PFAS requirements of the destination state. Products verified as PFAS-free or compliant by the manufacturer are clearly labeled on our site.
Q: Are there federal PFAS bans that apply to all states?
At the federal level, there is no broad ban on PFAS in most consumer products. The U.S. EPA has drinking water standards for certain PFAS, reporting requirements under TSCA (with possible revisions in 2026), and voluntary phase-outs (e.g., in food-contact grease-proofing). Most product restrictions and shipping rules come from individual state laws, which create a patchwork of requirements. California, Maine, Vermont, Colorado, Minnesota, Washington, and others have the strictest rules, with many bans and disclosures taking effect in 2025–2028.
Q: How do I know if a specific product on your site is PFAS-compliant?
We clearly indicate PFAS status on product pages:
- “PFAS-Free” or “PFAS Compliant / Meets All State Requirements” — This item has been verified compliant and can be shipped to all U.S. states.
- “Contains PFAS” or “Restricted in Certain States” — This item may not ship to states with bans or may require disclosures.
If no PFAS status is listed, the product has been reviewed and does not fall under current restrictions. We update listings regularly as state laws evolve.
Q: Can I order a PFAS-containing product and have it shipped anywhere in the U.S.?
No. Many states prohibit the sale, offer for sale, or shipment of non-compliant products containing intentionally added PFAS. Our system automatically restricts or blocks shipping of non-compliant items to affected states. Claims such as “for off-road/racing/personal use only” do not create exemptions under most state laws. We cannot ship restricted items into states where they are banned.
Q: What happens if I try to order a restricted PFAS item?
Our checkout system will notify you if the item cannot ship to your state due to PFAS rules. The item will be removed or held from the order to maintain full compliance. This protects both you and BTQ LLC from potential legal or enforcement issues.
Q: Which states have the strictest PFAS rules?
As of 2026, key states with active or upcoming bans/disclosures include:
- California (broad restrictions on textiles, juvenile products, cosmetics, etc.)
- Maine, Vermont, Colorado (bans on cookware, cleaning products, textiles, ski wax, etc.)
- Minnesota, Washington (phased bans and reporting)
- Connecticut (disclosure requirements for certain outdoor apparel)
Other states are adding rules each year. Products compliant with the strictest states are generally acceptable nationwide, but we always check the specific destination.
Q: Are there any exceptions to PFAS restrictions?
Limited exceptions may exist for certain industrial, medical, military, or federally regulated uses, or for specific components inside vehicles/watercraft/aircraft. Most consumer aftermarket items (apparel, care products, accessories) do not qualify. If you believe your application may qualify for an exception, contact us with details (product type, intended use, vehicle info) for review. We cannot ship non-compliant items based solely on customer claims.
Q: Do PFAS rules apply only to new products?
Yes — most state laws target the manufacture, sale, distribution, and shipment of new products. Resale of used items is often exempt, but we primarily sell new inventory and follow all current rules.
Q: How can I verify a product’s PFAS compliance?
Request a certificate of compliance or third-party test results (showing total organic fluorine levels) from the manufacturer. You can also review official state resources (e.g., California DTSC, Maine DEP, Vermont DEC, Washington Ecology). On our site, we only list items we have confirmed as compliant for the states we ship to.
Q: I need a PFAS-compliant alternative — can you help?
Absolutely. Contact our customer service team with your vehicle details and the type of product you need. We’ll recommend PFAS-compliant or PFAS-free options from our inventory whenever available.
Q: Why is BTQ LLC strict about PFAS compliance?
We prioritize customer safety, environmental responsibility, and legal compliance. State PFAS violations can result in fines, product seizures, or enforcement actions. By following all applicable laws, we ensure every shipment is legal and help reduce unnecessary PFAS in the environment.
Thank you for shopping with BTQ LLC and for choosing safer, compliant products.
California Proposition 65 FAQ
Q: What is Proposition 65 and why does it affect products shipped to California?
California Proposition 65 (Prop 65), officially known as the Safe Drinking Water and Toxic Enforcement Act of 1986, is a state law that requires businesses to provide “clear and reasonable” warnings to consumers about significant exposures to chemicals known to the State of California to cause cancer, birth defects, or other reproductive harm. The law applies to any business (including out-of-state retailers) that sells or ships products into California. BTQ LLC is committed to full compliance with Proposition 65 to protect our customers and ensure all shipments to California are legal.
Q: Which products may require a Prop 65 warning?
A warning is required if a product can expose a user in California to a listed chemical above the “safe harbor” level (No Significant Risk Level for cancer-causing chemicals or Maximum Allowable Dose Level for reproductive toxicants). Common examples in aftermarket and performance products include:
- Automotive parts (e.g., those containing lead, phthalates such as DEHP, or other plasticizers)
- Apparel, textiles, or gear with certain dyes, treatments, or finishes
- Leather, vinyl, or rubber components
- Cleaning or care products
- Items that may contain trace heavy metals or other listed substances
Prop 65 is an exposure-based law, not a ban. Many everyday products carry warnings because trace amounts of listed chemicals are present or because safe harbor testing has not been completed for that specific exposure route.
Q: What makes a product compliant for sale and shipment to California under Prop 65?
If testing or manufacturer data shows that exposure to listed chemicals stays at or below the safe harbor levels, no warning is required. If exposure may exceed those levels, a compliant “clear and reasonable” warning must be provided on the product label/packaging and on the product page (for online sales) before purchase. We only ship products to California addresses when they meet these requirements. Products with required warnings are clearly marked on our site.
Q: How do I know if a specific product on your site requires a Prop 65 warning?
We clearly indicate Prop 65 status on affected product pages:
- “No Prop 65 Warning Required” — Exposure is at or below safe harbor levels; no warning needed.
- “Prop 65 Warning: [Chemical(s)]” — This item requires a warning for California customers (example: “WARNING: This product can expose you to chemicals including [chemical name], which is known to the State of California to cause cancer or reproductive harm.”).
If no Prop 65 notice appears, the product has been reviewed and does not require a warning for typical use. We update listings as new information or chemical listings become available.
Q: Can I order a product that requires a Prop 65 warning and have it shipped to California?
Yes — as long as the proper warning is provided before purchase. Our website displays the required warning on the product page (or via a clear link) for California customers. Warnings may also appear on the physical product label or packaging. Prop 65 does not prohibit the sale or shipment of these products; it only requires notification.
Q: What happens if I try to order a product for a California address?
Our system ensures that any required Prop 65 warning is displayed prominently before checkout for California shipping addresses. We do not block compliant products. This process helps BTQ LLC remain fully compliant and gives you the information needed to make an informed purchase.
Q: Are there any exceptions to Prop 65 requirements?
Businesses with fewer than 10 employees are generally exempt. Certain exposures (such as those below safe harbor levels or covered by specific exemptions) do not require warnings. Limited exemptions may also apply to some foods, drugs, or medical devices, but most aftermarket automotive, apparel, and performance products do not qualify. If you believe your specific use case may qualify for an exemption, contact us with details for review.
Q: Does Prop 65 apply only to California?
Yes — Proposition 65 is a California-specific law. However, because many suppliers design products to meet California standards, compliant items are often acceptable nationwide. We follow Prop 65 rules strictly for all shipments to California addresses.
Q: How can I verify Prop 65 information for a product?
You can review the official Proposition 65 list and safe harbor levels on the OEHHA website: https://oehha.ca.gov/proposition-65. For specific products, ask the manufacturer for testing data or a certificate showing exposure levels. On our site, we rely on supplier information and clearly post any required warnings.
Q: I live in California — can you help me understand a warning on a product?
Absolutely. A Prop 65 warning does not mean the product is unsafe under normal use; it is a notification required by California law when exposure exceeds very low safe harbor thresholds. Contact our customer service team with the product details if you have questions or need assistance finding alternatives.
Q: Why is BTQ LLC strict about Proposition 65 compliance?
Compliance protects our customers by providing transparent information and shields our business from potential enforcement actions and fines. Private enforcers and the California Attorney General actively monitor Prop 65 compliance for products sold into the state. By following the law, we ensure every shipment to California is handled responsibly.
